Can soft tissue defects cause tightening of the nearby skin?

Description Of Condition:

Three months ago, I scraped a wound that was about two or three millimeters deep, and for the last four weeks I have been feeling the skin on the back of my hand and my arm tighten up, just like clinging to the bone, and I went to the orthopedic surgeon and they said it was fine.Is it because the soft tissue here is missing a little bit, which causes a chain reaction of pulling the skin next to it?If so, is there any way to cure it?Please give some meaningful advice!
